2018 Human Services Transportation Plan (HSTP)

The Benton-Franklin Council of Governments, in cooperation with Ben Franklin Transit and the Washington State Department of Transportation is developing the 2018 Coordinated Public Transit – Human Services Transportation Plan (HSTP) for Benton and Franklin Counties. The HSTP responds to federal and state requirements, and establishes a framework for improved transportation services for our most vulnerable populations: persons with disabilities, persons of low-income status, youths and the elderly.

Two components of HSTP development are currently active: A Transportation Provider Survey and a Call for Projects.

Transportation Provider Survey

The BFCG has placed a survey on Survey Monkey for transportation providers to detail their transport services for their clients. The purpose of the Transportation Provider Survey is to help understand the frequency and magnitude of services provided by a variety of public and private agencies to their clients. We define a “provider” as: Any entity that directly provides transportation services for the populations included in this plan (elderly, disabled, low-income) OR any social service or other agency that sponsors, through contract or direct reimbursement, the provision of transportation for their clients.

Call for Projects

The Washington State Department of Transportation (WSDOT) has released the Public Transportation Consolidated Grant Application for July 1, 2019 to June 30, 2021. The Benton Franklin Council of Governments (BFCG), as Regional Transportation Planning Organization (RTPO), is managing the grant process in Benton and Franklin Counties.

Project sponsors must submit a completed application for each project directly to WSDOT by September 14, 2018.

In order to be eligible for this grant program, projects must address a need identified in a locally developed Coordinated Public Transit-Human Services Transportation Plan (HSTP). A list of locally identified service needs is here.

If a sufficient number of applications are submitted for projects in Benton and Franklin Counties, a regional prioritization process will be necessary. Please notify Len Pavelka at lpavelka@bfcog.us by September 14, 2018 if you submit a Consolidated Grant application. If necessary you will be sent a short form to summarize your project. A meeting to prioritize the applications will be scheduled
