Coordinated Public Transit-Human Services Transportation Plan
The 2018 Draft Coordinated Public Transit-Human Services Transportation Plan for Benton and Franklin Counties is available for public review and comment.
The 2018 Draft Coordinated Public Transit-Human Services Transportation Plan (HSTP) was developed by the Benton-Franklin Council of Governments (BFCG) in coordination with Ben Franklin Transit (BFT) and the Washington State Department of Transportation (WSDOT). The report is completed to fulfill federal planning requirements initially established through the passage of SAFETEA-LU in August 2005 and updated with subsequent legislation through the FAST Act of 2015.
This document ensures coordinated transportation planning between local agencies, state, MPO, and the community to improve transportation services for persons with special needs, those who are unable to transport themselves due to physical or mental limitations, income or age. Projects identified in the HSTP are eligible for funding through a statewide selection process known as the Consolidated Grant Program.
WSDOT uses a consolidated application for specific federally funded public transportation grant programs as well as certain state funds. Statewide, the Consolidated Grant Program awarded funds for 129 projects totaling nearly $62 million for the 2017-2019 biennium.
The Draft 2018 Benton-Franklin RTPO HSTP recommends four projects for consideration in the 2019-2021 biennium. These projects may be reviewed in Chapter 7, pages 31 and 32.
